Survivors choose the delta
For generations after the First Celestial War, survivors searched for land beyond the poisoned west. Humans, Dwarves, Elves, Magicians, and others eventually converged on the great river delta at the western foot of the Whispering Peaks, where fresh water, stone, fertile ground, and access to the southern seas offered a practical foundation for a new centre of civilisation.
A fragile civic experiment
Chroniclers who had withdrawn from the First War returned as guardians rather than rulers. From the Spire of Preservation they maintained powerful wards against lingering magical danger, while day-to-day government belonged to the Council of Four Voices: Human, Dwarven, Elven, and Magician representatives balancing different interests. Concordia prospered, but its districts, debates, prejudices, and old wartime suspicions made its celebrated harmony a difficult achievement rather than a perfect one.

Concordia is the mortal answer to celestial catastrophe: a city built around cooperation, argument, and shared government instead of divine command. Its strengths—and its unresolved fractures—will shape the centuries between the wars.
